Chief Minister Alf Cannan told Tynwald this week there's no official government definition.
He was quizzed on the topic by Onchan MHK Julie Edge and said the term is used to described anyone who works with customers, clients or service recipients.
But he says no official definition exists in government:

The infrastructure minister says the basic framework of the new Sea Services Agreement with the Steam Packet has been agreed.
