The Chief Minister says he isn't against the Isle of Man allowing cannabis to be used medicinally.
However Howard Quayle says the Island cannot take a "willy-nilly" approach to the legalisation of drugs.
His comments come after a call from UK group TRANSFORM, and a father whose two sons died from drugs, to legalise and regulate drugs.
