The Department of Infrastructure is looking to private organisations and individuals for ideas.
Eight harbours are in need of rehabilitation and commercialisation - including Douglas, Laxey, Ramsey, Peel, Port Erin, Port St Mary, Castletown and Derbyhaven.
Maintenance issues, shipwrecks and vessels have recently been addressed - anyone wishing to contribute can contact the Attorney General's Chambers.
