Public money must be better targeted to those people in greatest need according to the government.
The Department of Social Care says it will introduce a new framework for how people access and pay for adult care services.
It follows a public consultation earlier this year which attracted around 30 responses.
Despite the relatively low response rate the department says it’s confident there is significant support for the principles underpinning this development.
However assistant director of adult social services Cath Hayhow says there won’t be cuts like the UK has seen:
