When Tynwald sits in July, Ramsey MHK Lawrie Hooper will ask the court to back a motion introducing discretionary elements when income and assets are looked at during means-testing.
He wants benefit applicants facing exceptionally harsh or oppressive consequences to be given some leeway.
During the sitting, he'll ask for Treasury to prepare legislation changing the rules by June 2026.
