That's the question for Tim Crookall in the House of Keys this morning, when he'll be quizzed by Ramsey MHK Lawrie Hooper.
When Chief Minister Alf Cannan made Mr Crookall a minister without portfolio he said Mr Crookall would help save £10 million a year by finding efficiencies.
