Cabinet Office Minister says the government is making changes to make sure staff know what to do in bad weather in future.
This week in the House of Keys he faced questions about confusion faced by government workers during snow earlier this month.
Mr Ashford said in future, messages about bad weather would be clearer.
But he admitted there had been problems about letting school staff know whether they were expected to work:
