Ayre and Michael MHK Alf Cannan says he will relax collective responsibility if he's elected as Chief Minister.
He's one of the three MHKs who have put their names forward for the top job - Tynwald will decide today.
He says he would only implement it on matters of national importance including the Budget and a programme for government.
Mr Cannan says he would also ban Legislative Council members from holding ministerial positions or working within government departments saying they have 'no mandate to do so'.
