That's the question raised by Minister Howard Quayle after an investigation was launched into alleged falsification of files and the 'oppressive treatment' of vulnerable families.
Onchan MHK Peter Karran was successful in moving a motion to start an inquiry in Tynwald last week - he now needs to present the proof.
