That's what Ramsey MHK Lawrie Hooper wants to know, having tabled a Tynwald question to Infrastructure Minister Tim Crookall.
It comes after Mr Crookall U-turned by withdrawing the original proposals last month, following public concerns.
Tynwald is due to sit from 10am in Legislative Buildings in Douglas on Tuesday, March 17.
