Manx Utilities chairman John Wannenburgh says the organisation has 17 non-disclosure agreements at the moment - but wouldn't be drawn on details.
In Tynwald this week, Arbory, Castletown and Malew MHK Jason Moorhouse quizzed him about the gagging contracts.
Mr Wannenburgh said they were used infrequently to protect confidential information.
And he added the agreements wouldn't affect the government's whistleblowing policy:
