The Manx Labour party is calling for the government to reintroduce an affordable mortgage scheme.
It is one of many suggestions being put forward by a think tank formed to find solutions to the island's "unresolved housing crisis".
A spokesman said young people are suffering due to a lack of government action.
Party members have formulated a series of policies ahead of planned consultations and public meetings.
Policies cover private rentals, public sector housing, sheltered housing, the housing market, planning and energy efficiency.
