Health Minister Claire Christian will ask Tynwald to back giving Manx Care another £20.8 million to fund healthcare this year.
When Tynwald sits next month, she'll ask the court for £19 million to cover revenue costs and £1.8 million for capital expenditure.
Higher employee costs and rising demand for services are behind the revenue shortfall, while the capital spending pay for endoscopy improvements at Noble's Hospital.
Tynwald is due to sit from Tuesday, June 16.
