The Health Minister never considered resigning nor sacking any senior members of his department following a recent mental health service controversy.
Last week a coroner ruled that the suicide of a 35-year-old Onchan man could have been prevented by the Department of Health.
Christopher Burrows killed himself in 2011 just two days after leaving the mental health facility at Grainagh Court.
David Anderson says his death was a "tragedy" and many lessons have been learnt.
