Home Affairs Minister Bill Malarkey says huge improvements have already been made to manage prisoners as they're paroled from prison.
Today sees the publication of the Karran report into the death of Gwen Valentine - she was run over and killed by Donovan Kitching as he fled police weeks after being released early from prison despite being at a high risk of reoffending.
The report points to a large number of problems at the prison, parole committee, probation service and police.
