The pamphlet, from the Department of Infrastructure, arrived in homes last week.
It sets out responsibilities to make sure undergrowth and trees don't block carriageways or obscure signs.
And it warns landowners who don't comply can end up facing fines of up to £5,000 if they're prosecuted.
