It's hoped the Isle of Man could soon get new laws to improve the protection of pets.
The Animal Welfare Bill 2022 would also apply to livestock.
If passed, it would increase the maximum sentence for animal cruelty to five years.
Those found guilty could also face an unlimited fine.
The Bill was unanimously backed at its second reading in the House of Keys this week.
