The Department of Infrastructure is still in talks about the future of the Lord Street development site.
The area is currently being used as an unmanaged car park, after planning approval granted in 2019 expired.
Proposals included a new bus station, hotel, 20 apartments and a six screen multiplex cinema.
Minister Tim Crookall says his department wants to deal with the unathorised use of the site for parking.
