The Education and Children Minister says head teachers have limited powers over shared services from government staff.
In the House of Keys this week Graham Cregeen faced questions from North Douglas MHK David Ashford about the powers school heads have over people working on their sites.
Mr Cregeen said although heads can order staff to stop providing services they can't ask them to do extra work:
