Just over half of government workers who earn more than £50,000 are delivering frontline services.
That's according to Policy and Reform Minister Chris Thomas who revealed the figure in the House of Keys yesterday.
He said there was no clear government definition of what "frontline" actually means.
But using an Australian definition he said the workers fell into a small number of areas:
