The Department of Infrastructure has applied for planning permission to build a customs search area outside the Sea Terminal.
In a planning application, it says it wants to build a tent, access lanes and signs for the purpose-built area with search bays on Circus Beach.
The search facility would take up to three vehicles at a time, with bays to park another two outside.
Plans show vehicles would have to pull in if they had goods to declare as they approach the tent.
