 
                            An independent report has been released into the grounding of the Manxman in March, which says the main cause was lack of water depth.
However, it adds a lack of guidance documentation and an inadequate management system were 'significant root causes'.
The Department of Infrastructure says it’s already started acting on the report’s recommendations.
These include seabed dredging operations, and a recently completed underwater survey of Douglas’s outer harbour.
The Harbours Division says it’s also put together a five-year plan for carrying out further surveys.
