Seven domestic violence victims were among those who'd lived on the island for less than 10 years, but were still given a council house.
Three were exempted because of health and mobility issues.
In her response to a question for written reply from Rushen MHK Juan Watterson, Infrastructure Minister Michelle Haywood said the exceptions were "absolutely justified".
