Backbench MHK Chris Thomas says it’s imperative any legislation brought in to plan for future pandemics is flawless.
Government was pushed back as it tried to push through a bill ensuring measures put in place through emergency powers are made law.
Members refused to suspend standing orders and skip straight to the clauses stage, meaning amendments will now be made in a few weeks time.
