Enterprise Minister Tim Johnston says the government isn't involved in providing transport, entertainment, food, and other services to cruise ships.
He faced a question for written answer from Arbory, Castletown and Malew MHK Jason Moorhouse about fair access to contracts.
Mr Johnston said the cruise liners use companies to provide for passengers and so there's no government involvement.
But he added Visit Isle of Man helps promote what the Island can offer to shore excursion companies.
