The government says it's disappointed it may have to go through a dispute resolution process after a row with Scotland over fishing.
Last week, the Scottish Government said it might take action over new measures designed to protect the Island's scallop fishery.
Boats will be required to check in at either a Manx port or their home base each day so officials to make sure they're not overfishing.
The Department of Environment, food and Agriculture says it hasn't breached the terms of a fishing agreement and will continue talking to Scotland about the issue.
