18-year-old Adam John Helps, of Sneddon Street, and 20-year-old Luke David Graham, of Wood Street, appeared at Douglas Courthouse on Thursday.
Both men are accused of possessing a Class A drug with intent to supply it - they've also been charged with possessing cannabis and £700 of criminal property.
The offences allegedly took place on January 9th.
The court heard the substance, which police believe is heroin, is being taken to the UK this week so it can be tested.
Bail applications for both men were refused - they've been remanded at the Isle of Man Prison until their next court appearance on February 14th.
