Chief Minister Allan Bell has warned people should not expect a Freedom of Information act in the immediate future.
He says at a time of great austerity such a scheme would carry big financial implications.
The Chief had previously committed to an FOI framework to be in place by the end of this year, however he says this will no longer be achievable.
