MHKs quizzed Douglas East MHK Joney Faragher, asking who's going to provide it and with what money.
Onchan MHK Julie Edge said we don't know the impact it'll have on our Island and the cost to the tax payer, questioning whether it's a priority piece of legislation.
Ms Faragher argued it's the same as finding no toilet paper, adding the products are essential, not luxuries.
