Two Freedom of Information requests quizzing the Department of Health and Social Care about recruitment in West Africa have been referred to the Cabinet Office.
The two queries wanted to know about relocation packages, staff retention and HR proceedings involving workers from Ghana and Nigeria.
But the DHSC says it doesn't hold the information asked for.
In its response, the department says the Cabinet Office might be able to supply the details.
