Infrastructure Minister Tim Crookall says his department changed its mind about flood defences for Ramsey after five comments on a planning application.
He was asked a question for written reply by Ramsey MHK Lawrie Hooper about objections to the plans, which were submitted in February but withdrawn 12 days later.
Mr Crookall says four members of the public and one body formally objected - with more negative feedback from Ramsey Commissioners, local residents, and the Northern Chamber of Commerce.
And he says although the informal responses weren't part of the planning process, they were taken into account by the DOI.
