The government's Enterprise Development scheme will be closing to new applicants due to inactivity.
The scheme is set to be discussed by Tynwald later this month.
It was initially set up in 2015 to encourage new businesses to be established in the Isle of Man.
Subject to approval, the scheme will close to new applicants, with existing loans and payments maintained and managed.
