Douglas Council says it's ready to sign a friendship and co-operation agreement with Dublin.
At its last meeting, the local authority's executive committee heard the draft of the agreement had been prepared but needed the approval of councillors.
Dublin City Council is likely to sign the document in the summer, and the agreement would be reviewed every five years.
If Douglas Council formally approves and adopts it, it would be signed by the mayor.
