The Department of Infrastructure says releasing the cost of a ticketing system for public transport could breach its contract with the supplier.
A Freedom of Information request asked how much the system had cost since it was set up three years ago.
The DOI says £400,000 was put aside for ticket machines and smart cards project in 2013.
But it says providing more details would damage the commercial interests of Ticketer, the company which provided the system.
