Infrastructure Minister Tim Crookall says his department tries to balance the need for roadworks with the potential traffic disruption closures might bring.
During this week's House of Keys sitting, he was quizzed on the issue by Arbory, Castletown and Malew MHK Jason Moorhouse.
Mr Crookall said impact assessments are carried out when someone applies to close a road.
And he said the DOI does its best to ensure the knock-on effects are kept to a minimum:
