The Department of Infrastructure has questioned a number of statements made in the draft report about the Island's heritage railways.
Systra have conducted a review of the service and produced the report, which was sent to the DOI.
Chief Officer Emily Curphey replied with 15 comments and proposed changes, according to emails released in response to a freedom of information request.
She says the department has 'considerable concerns' about the claim that 15% of tourists would reduce their stay on the Island by one night, should the rail service be withdrawn.
The email also implies that assumptions were made in certain areas of the report, and there was a lack of information that the DOI expected to be included.
