The Department of Infrastructure has admitted health and safety failings that left a tram passenger with a broken leg.
The department appeared before magistrates at Douglas courthouse.
The two breaches relate to failures to properly maintain tram wheels between April 2017 and July last year.
The hearing was adjourned until September 28.
