DoI contingency rises to fund bad weather

The £5 million contingency Infrastructure 'bad weather' fund isn't a fixed cost:

 
That's the Treasury Minister - he says it's being stockpiled to allow flexibility to finance inflated costs and unforeseeable events, like flash flooding last December. 
 
A separate £5 million contingency fund to cover that contingency fund has been created to meet the same demand.
