The Department of Infrastructure is applying for planning permission to improve 11 homes in Braddan.
The department is asking planners to approve removing chimney stacks on properties in the Cronk Grianagh Estate in Strang.
In its application, it says water's seeping through rooves despite efforts to stop it in recent years.
And it adds the work on the public sector homes is needed to prevent it in future.
