The Department of Health and Social care says it doesn't know which GP surgeries record telephone calls from patients.
A Freedom of Information request to the department asked which GPs recorded calls and why, as well as those that have an alarm call system for patients.
But in its reply, the department said it doesn't have that information.
It suggested Manx Care may have the data because it delivers services rather than setting policy.
