Fort Island Developments has applied for permission to redevelop the Castletown Golf Links Hotel to create the homes as well as a gym and swimming pool.
The company, part of the Dandara group, says the proposals would also include a 40-bedroom hotel and would be designed to fit into the landscape.
In its application, the company says although the Langness peninsula is part of an Area of Special Scientific Interest, the proposed site is largely outside it, as is a nearby iron age fort Hango Broogh.
