The council says it won't put work on two bridges at Summerhill Glen out to tender.
A structural engineer has recommended the bridges are replaced - or the pathways in the beauty spot would have to be closed.
The local authority says the contract needs specialist skills or equipment and it'll use the same company that installed another bridge there in 2021.
The executive committee says there'd be little to no interest in the project if it was advertised through the Council's procurement system.
