Douglas Council is to object to plans to turn part of the Summerland site into a temporary car park.
The Department of Infrastructure wants to put 32 bays on the site for 18 months to alleviate parking problems at the northern end of Douglas Promenade.
But the council's environmental services committee says the proposals don't follow the Island's strategic plan or comply with a government directive on temporary car parks.
The committee also said it would object on the grounds it's not a good use for brownfield sites.
