Douglas council has backed plans for a 12-storey development on Lord Street which would see 85 homes, a cinema, shops and bus centre built.
At its last meeting, the Environmental services Committee discussed the plans from Lord Street Development SPV.
A report recommended councillors objected to the scheme because it breached three government policies, including on housing and recreation.
However, the committee voted by three to one to back the application.
