If the proposals get the go ahead the facility would be based at Balladoole Farm in Lezayre, the Treasury purchased the property for this purpose last year.
The proposed sewage plant would treat sewage flows from the Ramsey and Andreas catchments pumping the waste to the outfalls at Ramsey and at Rue Point.
Assessments are now being undertaken to determine any environmental implications the work would have.
