Consultation 'fatigue' will be tackled as part of a full review into how government communicates with the public.
The Cabinet Office has confirmed it's reconsidering the whole process of public engagement and consultation - looking at the methods and processes it uses.
A working group from across government will consider how policy can be developed from an earlier stage and how communication can be improved towards people in 'hard to reach' groups.
The Cabinet Office says this will include learning from previous consultations, researching best practice and taking feedback from people who have consulted with government in the past.
