A Tynwald committee says the government needs to provide more housing for young people who can't find private rental accommodation.
The Youth Select Committee is due to present its first report for last year's session during March's sitting.
It puts forward six recommendations to improve housing for young, single and childless young people, including better access to first-time buyer schemes.
And it also criticises the lack of minimum standards for private rentals as "unacceptable".
