A Tynwald committee on poverty is calling for steps to be taken to arrange the delivery of 20 emergency housing units by November.
Over 30 recommendations have been made in its report into Housing and Homelessness.
One of which is that the Housing and Communities Board and Manx Care should find a site for emergency housing by June this year.
Tynwald will debate the report and its recommendations in April.
