Garff commissioners have applied to spend £850,000 buying a plot of land to use as sheltered housing.
The local authority has applied for permission from the Department of Infrastructure to borrow the cash, which would be repayable over 37 years.
It says it wants to buy the former Princes Motors site on New Road in Laxey.
Commissioners want to build a new sheltered housing complex with offices there.
