Garff commissioners say being left out of the planning process for a new visitor hub at the Laxey wheel is undemocratic.
Proposals to demolish the existing ticket office and replace it with a modern visitor centre have been approved by planners.
But the local authority says it wasn't granted interested person status, which prevented it having its say.
Board members voted to appeal against the demolition works.
